Reactivación ferroviaria en Colombia

El 3 de abril, la Agencia Nacional de Infraestructura de Colombia -ANI- llevó a cabo la licitación pública para la adjudicación de la primera Concesión ferroviaria bajo el modelo APP de Colombia. El corredor ferroviario La Dorada – Chiriguaná, se configura como la alternativa eficiente para el transporte de carga entre el centro de Colombia y los puertos del Caribe.

El adjudicatario fue el consorcio “Estructura Plural Línea Férrea Central” formado por “Colombian Natural Resources I SAS” con el 10%, “Transporte Ferroportuario de Colombia – Transferport S.A.S” con el 15% y “Ortiz Construcciones y Proyectos S.A. Sucursal Colombia” con el 75%, que obtuvo la mayor puntuación tanto en la evaluación técnica como en la económica.

Sus más de 520 km de vía férrea de 914 mm de ancho, discurren a través de 25 municipios y 5 departamentos: Caldas, Antioquía, Santander, Norte de Santander y Cesar. Según datos del ministerio de transporte colombiano, en 2024 este corredor ya transportó 225.000 toneladas de carga, la mayor cantidad de los últimos años, y se espera que en el medio plazo estas cifras se multipliquen por 10.

Objeto del Contrato

El objeto del contrato consiste en “la Financiación, Gestión Predial, Gestión Social y Ambiental y de Redes, la elaboración de los Estudios de Detalle, Construcción, Rehabilitación, Mejoramiento, Operación, Mantenimiento, Reversión de la Infraestructura Férrea y Logística y la Puesta a Punto, Operación y Mantenimiento del Material Rodante del Proyecto así como la Prestación del Servicio Público de Transporte Ferroviario de Carga” con un plazo de 114 meses (9,5 años) y un valor de 2,27 billones COP.
